Description of the proposed changes

In an effort to document knowledge to prevent it from being lost as people come and move on. Last time it was about #6260 , this time it is about development.

Additional context

Open to suggestions. I still need to incorporate a lot of the information from setup.md

CONTRIBUTING.md still talks about PRs targeting the deploy/fafdevelop branch. If I understand it correctly, this was recently changed.

You're right and CONTRIBUTING.md will be updated* soon too. But one thing at a time 😄 !
