T4 Beamer has too fast build time #519

The build rate number is too low and makes one T3 engineer drain 40 mass a second trying to build a Beamer. should make it a larger number to be on par with other factions build times on Exps.

Engineers have same BuildRate values. Beamer has same BuildTime value as Fatboy and it is very close to Ythotha and GC
