Add cost to Nomads intel probe #533

The nomads acu has an upgrade - intel probe. currently it is on a simple cooldown. it should have a cost while being built as well. there is a number of ways to do this:

  1. create economy event - this will work but will be a "dumb" version where the acu isnt affected by resource stall, and features such as cancelling, pausing and so on will need to be added manually

2.create a weapon with a costed projectile - like t3 artillery - this will let it stall properly but cannot be assisted. pausing/cancelling will also need to be added manually

3.use a counted projectile - like tml/nuke - this would work and would be ideal, but the issue is that this is already being used on the acu - for launching orbital bombardment. orbital bombardment and intel probe would need to be redone to work together. the issue is that the tml command launches all counted projectiles, so that would need to be replaced.
