currently the missiles are fired either as a dumb ballistic projectile or have some strange values in them.
this causes issues when firing at close range since the missiles take a very long time to land.
by using turnratebydist we will make them more like the other factions tactical missiles
things this should apply to: mml, tml, t4 missile tank, t1 missile arty, t3 missile static arty, maybe some other things.
also at this point we would reduce the turn rate of these missiles to something more sensible like 50.
fixed in MML in 6c1cbba5c8179eba834b7b7fb0e5c026c76e3903 and the projectile 6bb7997922a60d5213857d449e9669b9eac413c5 however needs more work for the other units.
