By moving out the jinja2 conditional logic when moving to JS https://github.com/FAI-CIVL/FAI-Airscore/commit/8b3f7c03eae34a2e66a2d6ebb7d7feb01cc6f7c1 then adding this function https://github.com/FAI-CIVL/FAI-Airscore/commit/99b26e3df132fd6bf4af411d0bc7dc59c9f45bf4#r44332146 we ignore the parameters passed when running production. as a consequence we can no longer overide quality checks.
