I do not disagree, but find this less of an issue directly related to implementing FAIR.
EOSCpilot WP7 strongly supports this recommendation. EOSCpilot (D7.1) collected some examples of skills transfer schemes (apart from training courses) such as staff exchanges and fellowships. The Action Plan could be developed to further specify what is envisaged here, especially as the activities would need support structures to work across institutions and probably also across professional groups (e.g. researchers, data stewards, engineers) and disciplines.
Fully support developing skills transfer schemes. The relation between data scientists and stewards and the proposed knowledge brokers is not clear: would the data scientists and stewards not serve as the brokers? There is some overlap with previous recommendations including Recommendations 13, 14, and 26 on roles and rewards as well as skills for data scientists and stewards. Perhaps merge?
Skills transfer schemes should be supported to equip researchers from various domains with information management skills or vice versa. Such individuals will play an important role as intermediaries to broker relations between research communities and infrastructure services.
