Create version 3.0 #43

For the FAIR-IMPACT project, we are creating a new version of MOD, version 3.0.

This version will be a DCAT-profile and incorporate design decisions being discussed here: https://github.com/FAIR-IMPACT/MOD/discussions

I am closing this. We consider v3 has been done FEb 29th. Working on 3.1 tonight.
