integrated initial draft of parser plugin writing #6

Just added my preliminary version. I will continue to work on this one after I finish with my H5MD stuff.

@ndaelman-hu thanks for all your comments. You will see that I followed up on some of them above, but for now I think I am just going to merge this initial version (since I don't want to work extensively on this now), and when I am ready to work on it I would probably like to meet with you briefly to discuss some of your comments. For now, I have made notes for all outstanding ones as TODOs within the docs.
