Access to ontologies must be managed via a central service (not embedded in the data) so that when new ontologies are added, or ontology versions change, the data itself doesn’t need to be modified - terms are referenced from the central service. If a new version of an ontology introduces a broken reference, this is flagged so it can be repaired
