According to the link you provided : محافظة الجيزة

It says Giza has 14 cities, however this is not the admistrative division for it. Giza has 10 centers and 1 citiy with 8 districts

مراكز المحافظة: تنقسم محافظة الجيزة إلى 10 مراكز إدارية بالإضافة إلى العاصمة التي لا تنتمي لمركز وهي مدينة الجيزة
