Description

Adds this flowchart flowchart to the body of, and an #observed-usage named anchor to Computer Settings: Observed Usage

Technical details

It's not visually obvious, but many of the objects in the flowchart are relative links to relevant documentation. Should I change those objects' outline color to blue (for a visual cue) or just leave 'em all black (for consistency when used outside of the user docs)?

Presently, a live version is up on my fork at https://shnizzedy.github.io/fcp-indi.github.io/docs/nightly/_static/flowcharts/observed-usage.svg, but it won't necessarily be there indefinitely
