As an admin, i want to be able to provide feedback to data publishers when i review the datasets so that they can improve and resubmit quality datasets.
Acceptance Criteria
[ ] I can see the ckanext_issue extension is extended with below required feature.
[x] Rejection should open a new issue each time.
[x] Approval should close all the open issues for the dataset
[x] The issues tab should be visible for whoever can edit the dataset so that they can see the history/threads of the issues
[x] Assign the new issue automatically to the editor when new issue created
