It could be the OS bookworm has some compatibility issues. You could try it with OS Buster to see if that resolved the issue. Check out this post for more info:

Description of the Bug I'm facing
I have a fresh Raspberry Pi OS (64-bit) installed on Raspberry Pi 400 Device Info: Raspberry Pi 400 | quad-core 64-bit ARM Cortex-A72 @ 1.8GHz | 4GB RAM I have installed the Gstreamer libraries mentioned below and then I cloned and followed the instructions to build and run the rpiplay. it mirrors the iPhone screen fine in a vertical position but when it's rotated to a horizontal position (such as in YouTube) the video starts delaying and the below errors pop in the terminal mentioning this needs to be filed as a bug; so I did. Also CPU goes to the roof in this stage.
