Why does RxNorm have NDCs that aren't listed in the OpenFDA NDC dataset? #180

In RxNorm there are 66205 prescribable SCDs and SBDs that have NDCs that aren't listed in OpenFDA's NDC dataset.

Examples include:

NDC11: 00245055689

NDC11: 55566505000

NDC11: 54436032510

Note there are 188994 prescribable SCDs and SBDs that have NDCs which are listed in OpenFDA's NDC dataset.

Hypothesis: These NDCs are not products that are packaged on their own but rather only as part of larger packages. For each of these NDCs' associated rxcui there is another NDC which is in OpenFDA's NDC dataset.

Will re-open if this is disproved.
