If there is a major version of StationXML, the report to FDSN WGII for stationxml revision should contain something about coordinating with WGIII on how the new version is handled by the FDSN Station web service.
Current web service spec (ver 1.1) does not allow for requesting a version of stationxml, so in the case of 2.0 with breaking changes, this would seem to imply a major version 2 of the web service.
