The link to "CSIT Project" [0] gets a 404 Not Found error response. Is this the correct URL?

LGTM.

Does it make sense to hold off merging until the gaps in the CSIT Project doc production are filled and leave the stale docs (circa 14-March-2021) in place or should this be merged now?

The current project docs are available via the Archives link under https://docs.fd.io/csit/master/doc/, but that may not be intuitively obvious to a new reader.

TBH. I can later open new commit if we will merge with report or not. I expect some time it will take. RIght now docs.fd.io is not anymore generated, all docs are s3-docs.fd.io done on weekly basis.
