On some Windows platforms, link edition with this library fails, stopping tympan compilation. It is not something easy to diagnose, since under Windows NMPB2008 libraries are not compiled, but only copied from the third party archive.

As the only classes using NMPB2008 are road and traffic classes (TYRoute, TYTrafic), and they are hardly ever used, it appears easier to make dependency to NMPB2008 optional.
