Add registration information to FEniCS 2023 #127

Marking as WIP because there is a TODO to be filled in when @drew-parsons receives the bank coordinates for the payment of the fee. We expect that to be sorted in a few hours, and proceed shortly afterwards with the merge.

@drew-parsons I've swapped the two items around to address your comment, and added more emphasis on the hotel booking.
