VC-1 Frame accuracy not working when using Distrubuted Encoding in Ripbot264 #345

Last version that was frame accurate was FFMS 2.20 from June 2014.

Samples can be provided that show these issue.

I have no clue why the dev's haven't updated the release. However if you look here there is an updated version from a different dev. Works good with VC-1! https://forum.doom9.net/showpost.php?p=1967796&postcount=2700
