Plan for new release #346

From include/ffms.h I can see that the version is already bumped to 2.31, but there is no release on GitHub since 2.23.1 back in 2016. Most linux distros also stop at that version. Is there any plan to make a new release?

Bump.

Also, building the 2.23 build fails when using latest ffmpeg due to libavresample -> libswresample problem.
