This supersedes most of https://github.com/FFmpeg/FFV1/pull/222 and addresses the comment at https://github.com/FFmpeg/FFV1/pull/222#issuecomment-678487510. I took @robUx's approach and started addressing the build date and sortRefs issues that would eventually arise in editorial review.
