I18n support for Geoharvester Portal #90

User story

As a user I would like to see the Geoharvester Portal translated to de/fr/it/en. See https://github.com/FHNW-IVGI/Geoharvester/issues/89

Changes

Add i18n package and translate all UI to de/fr/it/en
Add language picker to menu
Adjust language strings so that they match in client and backend
Change to enum in backend, so that that openapi renders the choices as dropdown, not as input field
Parse language strings for redit search, as it uses e.g. "german" instead of "de" for searches against the database
Set de as the default language for all cases

Out of scope

Impressum needs a proper translation
No processing of the language in backend, this will be handled separately
