Handle time outliers #142

Some files, such as /group_workspaces/cems2/fiduceo/Data/HIRS/tirosn_hirs_1978/11/06/NSS.HIRX.TN.D78310.S0338.E0520.B0033435.WI.gz, have time outliers, with some scanlines claiming to be taken in 2157-06-06T00:00:01.632. This needs to be handled correctly. It fails at least the new approach to the firstline-db generation.
