Empty FCDR files, length 0 #170

Some FCDR files are empty. For example, on CEMS,

/group_workspaces/cems2/fiduceo/Data/FCDR/HIRS/v0.7/easy/noaa14/2006/08/10/FIDUCEO_FCDR_L1C_HIRS2_noaa14_20060810194726_20060810205026_easy_v0.7_fv0.5.nc

has dimensions y of 0. That's probably not supposed to happen.

This only happens for a grand total of 8 files in the complete archive, 6 on noaa-14, 1 on noaa-06, and 1 on noaa-08. Removing the files as per #274 is the correct approach here.
