Add (placeholder for) doi #351

DOI needs to be in the final easy FCDR files. There needs to be a placeholder for this, either a script that adds them all at the end, or a flag or easy configuration to generate them on-the-fly. Probably the former so that we can check the quality before declaring something to be the easy FCDR.

Actually, this is not my responsibility but will be on @TomBlock to implement as part of the writer tools, shared between all sensor teams.
