FCDR processing should work for HIRS/2.

Certainly made some progress towards this with https://arts.mi.uni-hamburg.de/trac/rt/changeset/10426 but it's falling over because scantype is missing… will need to somehow communicate to _as_xarray_dataset the difference between interpreting scantype in HIRSPOD and HIRSKLM.
