77 import from atlaslibrary slow copy if it has been ran as to ran in atlas

Main updates:

When the cohort is imported, first it is checked that the cohort has a generation in the ATLAS in the same CDM that is selected in the CohortOperations by a user and whether this generation is valid. If it is, then the cohort generation is copied from ATLAS BQ to CohortOperations BQ. Otherwise, the cohort is generated from scratch.
Additionally, a short estimation on the bytes billed by BQ is added (dryrun) and printed in logs when possible. This is an experimental functionality.
