fix GWAS summary without header in tabix #200

Fix an issue when the summary statistics is not start with "#", hence the header is not in the tabix index. The change works universal in any cases.

The pipeline currently has that functionality ( see e.g. https://github.com/FINNGEN/autoreporting/blob/961a3272ce2a460c051c112dff7ca4e20e693fcf/Scripts/load_tabix.py#L35-L41) . I changed things quite a bit in the spring so this PR is no longer mergeable.
