Replace the gnomad annotations with gnomad 4 annotation. Created annotation, changed wdl, tested that it looks good.
Also fix one bug (if lead var is not csid var, it used to fail, not relevant to releases as we group on cs but still good to fix), and change docker image to be based on LTS since 22.10 seems to have lost repos for some reason.
Notes:
R12 and earlier jsons are now deprecated since they used gnomad 2, and this new wdl is not compatible with those.
