Setup Circle-CI build/deploy jobs #12

We need to setup Circle-CI jobs to perform builds and deployment of Docker images

@HurielHernandez - I see CircleCI files but don't see jobs running under FINRAOS. Are you going to set this up as you do the 1.0 release?
