[ ] allow logon but restrict access to non-practice scouting for unapproved scouts
[x] allow scouts to do see the manage matches page, but only for the matches they scouted personally. This allows them to fix their own mistakes and saves man power.

@Enzoman34 i don't think unapproved scouts should have access to practice scouting. plus this is exceedingly difficult to do. other bit is finished.
