Add Time Keeper role and ability for referee/scoretracker to start match #189

In years past with the old software we used to always have a volunteer position called the “Time Keeper” whose job was to sit in front of a laptop at the field and run the game clock. It seems like this is not possible with the current software and the game clock must be run by the scorekeeper on the scoring laptop. Also the scorekeeper has to randomize the field.

I would like to be able to designate this back to a person stationed at the field and have it NOT be the scorekeeper’s job. So two requests:

  1. Make the ability to assign a user the role of “Time Keeper”. When logged in as this role, the screen has the ability to load the next match, randomize the field, and to start the game (as well as abort the game if necessary).
  2. Give this same functionality to a referee/scoretracker that is holding a tablet. It seems to make sense that the referee/scoretracker could randomize the field and start the game all from their tablet.

I think this is two separate issues here, but I agree with them both.

I think the time keeper role would be amazing and should be implemented asap.

The referee/scoretracker starting the match is something that I would like to be explored, but I don't think it's completly necessary. I think if the referees could randomize, that would be great, but I think starting the match should be left to the time keeper/scorekeeper.

To clear things up, what I really would like is to have the functionality of both #1 and #2 above, but only one would be used at a given event. #1 would be my preference, but in the absence of having a designated "Time Keeper" then I would fall back to #2 where a scoretracker would randomize the field and start the clock from their tablet.
