Set team as late before their inspection slot expires

Describe the bug Currently there is no way to set a team as late with the the automatic late status feature for inspection tracking. If the teams are given a 15 minute slot for inspection they should start the inspection at the beginning of that slot, however currently it isn't possible to have the system mark them as late until the slot has completely expired at which point it is too late to do anything about it.

To Reproduce Steps to reproduce the behavior:

1. Attempt to set the system to mark a team as late if their inspection hasn't started within 5 minutes of the start of their slot.

Expected behavior I would like to be able to set a team as late based on the start time of their inspection, not the ending time. Specifically I would like to mark a team as Late if they have not started their inspection within the first 5 minutes of their scheduled slot, and Very Late if they haven't started by the end of their slot, or 15 minutes after the beginning of the slot.

Fun fact-you should be able to enter a negative number in that field if you want it to be before the end. We should probably make it more intuitive for the future though

We've used that feature successfully. Not sure how I found out about it though. Maybe a scorekeeper call?
