i4trust M2M flow #48

Implement M2M flow for i4Trust NGSI policy based and iSHARE-compliant authorization mode.

API-Umbrella will also accept Authorization JWT without delegation evidences or AR infos. In this case it will directly check at the local AR for a policy issued to the requesting party.

Introduces support for NGSI subscriptions and notifications.

Refactoring of NGSI evaluation code, introduced with #43 which should solve #16.

Also changed download link of openresty, since the FTP is not available anymore.
