Would it be possible to allow forcing 480p rendering on the IPL/BIOS?

no, the ipls are not affected by anything, fix94 to make them work did alot of hardcodding so you cant just patch the hardcodding fix94 did for them, heck to this day the pal ipl still doesnt even work on the wiiu only on the wii, the ntsc ipl atleast works on both same for jap, they have very wierd video codes.
