Full-analog R/L press is not sent if only a R/L digital-press occurs #1178

This is sort of a clarification of issue #1078 except this time with what is hopefully a clearer title as well as a video demonstration.

While the video demonstration uses a (dissembled and backwards) non-pro classic controller, this ideally would apply to any controller with analog shoulder buttons including actual GameCube controllers as well as the likes of PlayStation controllers.

For reference, the game demonstrated in the video is Mario Party 4. The internal slider I'm moving is the analog portion of the R button while the internal button I am pressing is the digital portion of the R button. The Wii menu portion at the end is meant to just demonstrate that the digital portion of the R button is not in fact broken (and yes, this was actually recorded 2 months ago... life's been busy, alright?)

And to be extra clear, I'm not pressing the ZR button at any point in the video—this is most evident during the Mario Party 4 segment since that would have instead started "Practice" considering that the ZR button on the non-pro classic controller is mapped to the GameCube Z button.
