Make plugins accept params #202

What new or enhanced feature are you proposing?
Use of plugins are awesome, but only RetroArch can accept (in theory) 
parameters in Wii, and I suggest using a way to send them on plugin config

romDir=roms/console/snes
dolFile=retroarch-wii/snes9x_next.dol
arguments={device}:/{path}/|{name}
parameters= -c "sd:/retroarch/snes9x.cfg"  ... more params

What goal would this enhancement help you achieve?
In this case, this will bring an own config of each core (emu), like separate 
resolution, saved paths, instead of shared paths
