Duration as new datatype #6

@donmendelson had suggested to the WG in Sep 2019 to add a new datatype "Duration" to express time periods (see GM-249).

Should this be done in the context of v1.2?

The question is: will it be in the Repository? We wouldn't want to refer to it unless it's been included in FIX.
