Hanabi Environment Fixes & Action Space Refactoring

This will add the following changes:

• Refactor of the action space so it is the same as in the original environment implementation.
• Adds support for 3+ players where 2 and 3 player versions are tested in a lot of detail. Formal tests will be added in the future.
• Fixes numerous bugs found when detailed testing was performed.
• Adds additional utility functions for deck insertions.
• Refactoring of the code to slightly improve reusability of commonly used procedures.
• New script for playing a manual game with render with 2-5 players.
