Add x and y Coordinates to Config #10

For flare-download-noaa, we should have x and y coordinates in the config file instead of being hard-coded. Also rename them from lat and lon to x-coordinate and y-coordinate.

@Yun-Jung Instead of lake_lat and lake_lon we should name them lake-x-coordinate and lake-y-coordinate.
