Building Calc #1495

First time building calc on a new geopackage doesn't finish. It keeps processing. Restart and then get it to finish.

I could not reproduce this one. I created a new profile specially for this bug. Created new geopackage and followed exactly the same process and the Calculate Reduction factors worked just fine.
