Implement vyper-config #41

vyper-config would provide a similar configuration hierarchy, but simplify the process of tracking, adding, and updating parameters.

May be worth looking into this and comparing against other methods.

Ouu that would be very useful indeed, almost a necessity for configuration within discord actually.
