undev script no longer working on main (4.4+) #228

Running this after MDL-78426 landed results in the following:

Running 'undev' on 'SITE' Setting debug to 0 Setting debugdisplay to 0 Setting perfdebug to 7 Setting debugpageinfo to 0 Setting passwordpolicy to 1 Setting cronclionly to 1 !!! Exception - Call to a member function get_defaultsetting() on null !!!

Done.
