FAQ Entry for new Moodle release

I was sure there was a doc on the wiki for what to do when a new release comes out, but I can't for the life of me find it.

I think my tracker fields are not picking up the 27 details from the default config:

(It could be worth mentioning something about the tracker info fields in the faq entry too, but might be too complicate dot explain)
