When creating biomass equations for R1 we need to change the behavior when creating the primary product biomass equation ( See: https://github.com/FMSC-Measurements/CruiseProcessing/blob/4bf1e8c9b0a761a27c19e1a1311391a19b5af459/src/CruiseProcessing/VolumeEquations.cs#L775 )
When region is region 1 and PrimaryProduct is NOT 01 we need to use the value in index 1 of the WF parameter returned from the volume library.
