Its not recommended blocking most of the servers, check your steam overlay if you are being connected to china only

Can you send screenshot of steam overlay enabled in game for me to check what server you being connected to.

The text at the top right is not readable and I suspect its in russian language. Nonetheless, I can only recommend some steps if applicable:

1. turn off any vpn
2. let windows defender manage windows firewall
3. do not block most of the servers for optimal routing
4. restart your pc or reset your network settings under windows settings
