Add GitHub Actions #457

We now have enough permutations of the build system to warrant this. We could probably get away with just doing a Linux VM with both Mono and .NET 7/8 installed, then testing the following projects:

[ ] FNA.sln
[ ] FNA.Core.csproj
[ ] FNA.NetFramework.csproj
[ ] FNA.NetStandard.csproj
[ ] Makefile

Turns out the Ubuntu images have everything preinstalled, so we didn't even need to add dependencies! This was super quick to add:
