Set BRDG_ADDR_IGLO_CONTROL to select JTAG to program Igloo Top or Bottom. Bit: Igloo Control JTAG SELECT

• set bit to 0 to program Top Igloo
• set bit to 1 to program Bottom Igloo
• maintain values of other bits in 12 bit register BRDG_ADDR_IGLO_CONTROL
