You could investigate tiddlywebplugins.prettyerror either to use or for reference.
I've never been particularly happy with it though. That may just be because of the way it is badly used on tiddlyspace.com
The thing it does which is poorly understood is provide a way of getting at pretty much everything in the environ

HTTP4* exceptions should result in something more presentable than plain-text pages
probably all we need is some WSGI middleware to render the respective error messages into an HTML template
