right now, tagdex is built for small(ish) personal/team instances of TiddlyWeb
if it is ever to be used on large, public multi-user instances, we need to put in some constraints to protect the server load
paging seems like a good option - both for tag and tiddler collections (that might also give us a chance to experiment with HATEOAS)
